A new continent-wide survey conducted by the Pan-African Progressive Front has revealed an overwhelming African public support for reparations for slavery and colonialism, with more than 70% of respondents backing formal demands for compensation from former colonial powers.
The survey, carried out across Africa and the diaspora, gathered responses from 1,861 participants representing 57 African countries. It assessed public attitudes toward the Accra Declaration and the Accra Declaration on Reparations, adopted unanimously at the International Conference of Pan-African Progressive Forces held in Accra in November 2025.
Findings show that 70.3% of respondents believe Africa should demand reparations from former colonial powers, while over 20% reported limited awareness of existing reparations initiatives. This gap highlights the urgency of political education and continental coordination on reparations justice.
Support for structural mechanisms was particularly strong. Over 75% of respondents endorsed the creation of a unified reparations justice fund, with nearly 79% favoring an interstate fund under public oversight rather than fragmented national or individual payments. Respondents also backed centralized calculation of reparations that includes Africa and its Caribbean diaspora.
On accountability, respondents identified the United States, United Kingdom, France, Portugal, and Spain as the countries most responsible for colonial crimes. A majority also expressed support for innovative, gradual payment mechanisms, including a proposed levy on transactions by companies from former colonial countries operating in Africa.
The report defines reparations broadly to include financial compensation, debt cancellation, return of stolen cultural heritage, reform of global financial institutions, and long-term investments in health, education, infrastructure, and technology. PPF frames reparations as a question of sovereignty, human dignity, and historical justice rather than charity.
